[Dnsmasq-discuss] Announce: dnsmasq-2.89.

I just released dnsmasq 2.89.


This is a small update on 2.88, mainly to fix a problem introduced in 
that release. It's in theory a nasty problem, but rather difficult to 
reproduce, and has only turned up "in the wild" in one report, so that 
rather reduces the priority.

Nevertheless, I'd like to get it fixed, hence a 2.89 release with 
instructions to upgrade from 2.88 if you're using that.
