[Dnsmasq-discuss] [PATCH] HTTPS and SVCB RFC update

Sending update of HTTPS and SVCB dns records. There is still no 
straightforward way to serve such records from dnsmasq (except 
--dns-rr), but at least update reference to final RFC it were assigned 
to it.
