A minor note: if you rename `d/tmpfiles.conf` to `d/dnsmasq.tmpfiles`, 
then dh_installtmpfiles will automatically pick it up (and add the 
necessary maintscript snippets) and you can remove from 
`dnsmasq.install` the following line:

     debian/tmpfiles.conf => /usr/lib/tmpfiles.d/dnsmasq.conf
