[Dnsmasq-discuss] DNSmasq will not start, failed (Result: protocol)

systemctl status doesn't give sufficient information. A "journalctl -xe" issued after the start command and paged backwards will likely be more illuminating.

It looks like you have both dnsmasq and resolvconf in play here and it could be an issue with their interactions. The journal may give more clues.
