I think it's because the host is specifically asking for that address,
this looks like the  bug which Cedric Duval reported a week or so ago.

Please could you try

http://www.thekelleys.org.uk/dnsmasq/test-releases/dnsmasq-2.41test16.tar.gz

and see if it fixes the problem?

That's because no tags are set.
