It produced other problem.

The client (Windows XP) has a user tag "trusted" (so it should receive 192.168.1.X address). When he connects:

The address 192.168.1.34 is free (checked also with ping and arping). MAC "00:1c:f0:5b:71:6a" does not have a static IP. When this client connects without user-tag it receives correct address 192.168.2.XXX ("untrusted").
