The main advantage of running dnsmasq on the WRT router is that your
network will still be functional even if your wired box is down.
To answer your first question: DHCP works across different network
segments provided that either (i) they are bridged together - ie the
connection is at layer 2 and both network segments are the same IP
subnet, or (ii) they are different IP subnets with a router between and
a DHCP relay service runs on the IP router.
I think the standard WRT firmware does (i), but if I'm wrong, then it
almost certainly does not do (ii).
