The

address=/<domain>/<address>

form is actually a wildcard: any subdomain gets the same address. For 
that reason, reverse IP doesn't work: given an address, there are lots 
of domains that can get that address.

As you found, /etc/hosts entries (which aren't wildcards) do 
automatically include reverse DNS. If you want to put names in the 
dnsmasq configuration file, use

host-record=<domain-name>,<address>

instead of address=
