[Dnsmasq-discuss] Will dnsmasq try the secondary DNS if it gets SERVFAIL from the first?

I am currently using my hosting provider's DNS servers for primary and
secondary DNS. They seem to have a problem with one particular TLD
I'm currently trying to use (tp-link.com), dnsmasq returns SERVFAIL
when I look up that domain.
Other DNS servers resolve tp-link.com OK so if I use, for example, the
Google public DNS server at 8.8.8.8 as my secondary DNS will I then be
able to resolve tp-link.com?
Having asked that how do I get dnsmasq to change nameservers? This is
dnsmasq version 2.68 running on xubuntu 14.04, not just as a Network
Manager slave process though.
My current nameservers are specified in
/etc/NetworkManager/system-connections/Wired connection 1
If I change that what do I need to restart to get dnsmasq to pick up
the change?
