[Dnsmasq-discuss] Will dnsmasq try the secondary DNS if it gets SERVFAIL from the first?

Yes, that should work.

That's really a NetworkManager question. There are lots of ways to
control dnsmasq's idea of the upstream servers, so it depends on how NN
is driving it.

I think the NM GUI allows you to manually specify DNS servers.
