I don't think that this configuration makes sense.

--bind-dynamic means listen on all the addresses associated with 
specified interfaces and all specified addresses

0.0.0.0 is the wildcard address: the kernel won't let you bind the 
wildcard address AND a specific address at the same port.

If you want to listen on the wildcard address, just don't set 
bind-dynamic or bind-interfaces.
